Note: PH vacancies are included in the overall vacancy.
*Diploma should be from any recognized College/Institute approved by AICTE with not less than 65% marks in aggregate of all years/semesters for General and OBC candidates. 5% marks is relaxable for SC & ST candidates.
II. Upper Age Limit : Not exceeding 28 years for UR category, 31 years for OBC category and 33 years for SC/ST category as on 01.07.2009. For PH candidates the upper age limits are 38 years, 41 years and 43 years for UR, OBC and SC/ST categories respectively. There is no age bar for departmental candidates who are already employed in DVC.
III. Application Fee:
General as well as OBC(Non Creamy) category candidates are required to pay a non-refundable Demand Draft of Rs.200/-(Rupees two hundred) only as Application Fee in favour of “The Chief Accounts Officer, DVC, Kolkata” payable at Kolkata on any nationalized Bank with validity of 6(six) months. No other mode of payment would be accepted. SC/ST/PH/Departmental candidates are exempted from payment of Application Fee.
IV. Compensation Package:
Selected candidates will be placed in the pay scale of Rs.9300-34,800/-(Pay Band-2) with Grade Pay of Rs.4200/-. Besides basic pay, candidates will also be paid Central Dearness Allowance along with other allowances and benefits such as leave, medical treatment, Leave Travel Allowance, Provident Fund, Gratuity, Conveyance Allowance, HRA etc as admissible as per Corporation rules in force from time to time.
V. Service Agreement Bond:
All the candidates selected for appointment will be required to execute a service agreement bond of Rs. 1,00,000/- (Rupees One Lakh) for serving at least 2(two) years in DVC to be submitted in the prescribed format at the time of joining.
SELECTION PROCESS:
Eligible candidates will have to undergo a Selection Test followed by Personal Interview of short listed candidates. Based on merit and requirement, the list of successful candidates to be called for interview will be made available at http://www.dvc.gov.in. The candidates will have to qualify at each stage and final selection shall be as per above vacancies.
However, appointment of selected candidate is subject to his/her being found medically fit as per the Corporation norms. Such appointments shall also be subject to the service & conduct rules of the Corporation.
RESERVATIONS AND RELAXATIONS:
1. Reservations and relaxations for SC / ST / OBC (non-creamy layer) / Physically Handicapped (degree of disability 40% or above) candidates will be provided as per GOI Directives.
2. Category (SC / ST /OBC/ PH) once filled in the online application form will not be changed and no benefit of other category will be admissible later on.
3. No application fee will be charged from SC/ST & Physically Handicapped (PH) category candidates.
4. The upper age limit is relaxable by 5 years for SC/ST, 3 years for OBC (Non-Creamy Layer) candidates. For PH candidates, it is relaxable by 10 years for PH-General, 13 years for PH-OBC and 15 years for PH-SC/ST candidates.
5. The OBC candidates who belong to “Creamy Layer” are not entitled for OBC concession and such candidates have to indicate their category not as OBC but as General only.
However, for claiming such reservation / relaxation, SC/ST/OBC and PH candidates have to submit attested copy of their Caste/PH certificate in GOI format. Specimen GOI formats of such certificates relevant to SC/ST/OBC (Non-Creamy) & PH candidates, are available in the Online Registration system at DVC website www.dvc.gov.in.

OA:One Arm, OL:One Leg, BL:Both Legs, HH-Hearing Handicapped.
TEST CENTERS:
The selection test will be held in Kolkata and Ranchi as mentioned in the online application system. Candidates have to choose one of the centers as Test Center and no change in any circumstance will be considered subsequently. However, DVC reserves the right to cancel or add any center depending on the response of the candidates for that area / center. Admission to the test center will be on production of Admit Card, which is to be downloaded by the candidates from DVC website.
ABOUT TEST:
The questions in the test will consist of multiple-choice questions of the relevant technical disciplines and on Aptitude/GK/Current Affairs.
HOW TO APPLY:
Mode Of Application : Candidate should apply through DVC’s Online Registration system only. The Online Registration will be available on the website www.dvc.gov.in and will remain activated from 00-00 hrs of 26.12.2009 to 24-00 hrs of 15.01.2010 . No other mode of application will be accepted.
Information/documents to be kept ready before applying ONLINE
1. Candidate should arrange to have 7 (seven) identical coloured passport photographs (size 3.5cm x 3.5cm) not older than 3 months of date of application. The photograph should be with clear front view of the candidate without cap or sunglasses. Xerox copy of photograph is not permitted. Two (out of the above seven) such original identical photo’s shall be preserved with the candidate for pasting in the admit cards for written examination and for interview if called for in due course of time. Identical photos shall be used throughout the selection process. Different styled photograph(s) may lead to rejection of the candidature.
2. DD No., MICR No., Date of issue of DD, Name of issuing Bank in respect of the Demand Draft to be sent against Application Fee for General and OBC (NCL) candidates.
2. Deatails of caste (SC/ST/OBC) certificate like date of issue, certificate no., issuing authority etc. as applicable to the candidate including non-creamy layer certificate for OBC candidates.
3. PH certificate details like percentage of disability, type of disability, issuing authority, etc. as applicable.
4. Yearwise marks obtained in Diploma in percentage, marks obtained in Matric and / or HS examination etc. and other relevant details pertaining to proof of date of birth, academic qualifications etc.
5. Valid E-mail ID of the candidate which shall remain valid for at least 6(six) months from the date of this advertisement.
6. Departmental Candidates shall have to provide employee number, date of joining in DVC, present designation, place of posting etc.
Candidates should log on to www.dvc.gov.in, visit the page “Online Recruitment Application” and follow the instructions given therein for Online Registration for the posts of Junior Engineer Gr-II.
After successful submission of the online data, a unique Registration Number will be allotted to the candidate and a Registration Slip will be generated accordingly.
Candidates are advised to take 2(two) Prints of the Registration Slip and send one of them after
(i) pasting his/her recent passport size photograph (3.5 cm x 3.5 cm as mentioned above) at appropriate place and getting it attested by Gazetted Officer.
(ii) putting his/her signature at the allocated place and
(iii) putting his/her Left Thumb Impression on the relevant place allocated in the registration slip . The thumb impression must be clear and complete. Ridges of the thumb impression must be clearly visible.
The other copy should be kept with the candidate for reference.
Documents to be submitted alongwith the Registration Slip
The candidate has to send one copy of the ‘Registration Slip’ duly completed as above with attested photo, signature and LTI along with the following:-
1) 4 nos. loose photographs(identical to the one pasted) with candidate’s name, Registration Number and Discipline written on the backside of the photograph. These photos shall also be singed by the candidate on the front side of the photo leaving the face intact and shall be stapled with the Registration Slip.
2) Demand Draft of Rs 200.00 (For GEN and OBC candidates) as mentioned against Application Fee.
3) Attested copy of Age-proof Certificate(such as Secondary School Certificate).
4) Attested copies of academic certificates/marksheets
5) Attested copy of Caste Certificate for Reserved category candidates in prescribed format with current validity of ‘Non-creamy layer’ for OBC candidates.
6) Attested copy of Disability certificate for PH candidates in prescribed format.
The candidate’s name, registration number, discipline and category should be written at the back of the DD and all testimonials and certificates enclosed.

Closing Date : The closing date of receipt of Registration slip is 22.01.2010.
Validity of Online Registration is subject to receipt of Registration slip along with relevant enclosures within the closing date and further scrutiny regarding eligibility of the candidate.
GENERAL INFORMATION AND INSTRUCTIONS:
Following instructions should be carefully read by the applicant before making ONLINE APPLICATION.
1.
Only Indian Nationals are eligible to apply.
2.
Candidate has to apply online only. No other mode of application will be accepted.
3.
Before applying online, the candidate should ensure that he / she fulfils the eligibility criteria and other norms mentioned in the advertisement as well as on the website www.dvc.gov.in. Candidature of the registered candidate is liable to be rejected at any stage of recruitment process or after recruitment if any information provided by the candidate is found to be false or not in conformity with eligibility criteria mentioned in the advertisement. The decision of DVC in all matters regarding eligibility of the candidate at any stage of the process of recruitment shall be final and binding on the candidate. If any short coming is detected after appointment, the services of such candidates are liable to be terminated.

Candidates having passed 3(three) years (or 6 semesters wherever applicable) full time Diploma course only as exactly mentioned in Qualification Requirement(QR) from Institute approved by AICTE shall be considered eligible for application. Candidates with Diploma obtained through Correspondence / Part time courses are not eligible to apply for the posts.

If the Institute awards ‘YEARLY GRADE POINT AWARD’ instead of percentage marks and there is no conversion formula as per norms of the Institute to convert YGPA into equivalent percentage marks, then YGPA point on 10 point scale will be multiplied by 10 to get percentage marks.
6.
Candidates are required to sign in English in the prescribed place provided in the Registration Slip in running hand and not in Block Capital or disjointed letters. During physical verification, signature should be identical to that on the registration slip. Different styled Signature at various occasions during Recruitment activities may lead to rejection of the candidature at any stage.
7.
Candidature of the registered candidate is also liable to be rejected if registration slip with all necessary documents as mentioned in the registration slip is not received within the stipulated date and time. Wrong/erroneous entry and incomplete registration slip will lead to the rejection of the application.
8.
If the candidate desires to be considered against a specific category as filled by him / her in online application, subsequent representation for change of category status will not be entertained under any circumstances.
9.
It is advisable to furnish the permanent address, as a temporary addresses can lead to inconvenience while delivering the appointment letter, if selected. If there is any change in address, the candidate should in his/her own interest arrange with the post office concerned for redirection of the communication from old(permanent) to new(correspondence) address. Once applied, no request for change in address of communication shall be entertained under any circumstances.
10.
Application fee once paid will not be refunded.
11.
Submission of registration slip after the closing date will not be accepted. DVC is not responsible for any postal delay/wrong delivery/loss in transit.
12.
The written examination for all the posts will be held on the same day and at the same time and hence the candidates should apply for one post only even if he/she possesses requisite qualification for more than one post.
13.
No fare will be paid to candidates called for written examination. They have to appear in the written test at their own expense.
14.
The admit card for written test indicating roll number, name of the allocated test center and guidelines for the written test will be made available on DVC website for such candidates who are found apparently eligible based on the online data furnished by them. The same should be downloaded by the candidates. Please keep visiting DVC website for necessary instruction. Please note that Admit card will not be sent by post.
15.
Candidates are advised to keep the e-mail ID active for at least six months. No change in the e-mail ID will be allowed once it is registered. All correspondences would be sent to his/her e-mail ID only, if necessary.
16.
DVC employees (Departmental candidates), after applying Online and sending one copy of the Registration Slip to the designated address, are required to submit, an additional copy of the Registration slip along with the relevant form for departmental candidates (available in DVC website), duly filled in and forwarded by their respective Controlling Officers in the prescribed format so as to reach the Jt.Director of Personnel(Recruitment), HRD Deptt. DVC, DVC Towers, VIP Road, Kolkata-54 within a maximum period of 7(seven) working days from the last date of online registration. No cognizance of the applications from departmental candidates shall be given, if the certificate from the Controlling Officers alongwith copy of the registration slip is not received at this end within the above mentioned period.
17.
Candidates employed with Government Departments / PSUs / Autonomous Bodies will be required to produce “No objection certificate” from their present employer at the time of interview positively. For specimen NOC please refer to DVC website www.dvc.gov.in.
18.
The OBC candidates who belong to “Creamy Layer” are not entitled for OBC concession and such candidates have to indicate their category as General in the online application.
19.
Canvassing in any form will be a disqualification for the candidate.
20.
Legal jurisdiction will be only at any appropriate court in Kolkata in case of any dispute.
21.
DVC reserves the right to cancel the advertisement, modify the educational qualifications without assigning any reason thereof and any decision of DVC in respect of the selection process throughout is final & binding.
